WASHINGTON (Reuters) - Republican lawmakers on Tuesday opened the door to a national debate about gun control following the Connecticut school massacre, a small sign of easing in Washington's reluctance to seriously consider new federal weapons restrictions.
Republican members of the House of Representatives, where the party holds a majority of seats, discussed the killings in their weekly closed-door conference meeting and said afterward there was more willingness now to talk about regulating weapons.
"You are going to have some people who never, never go there," Representative Steve LaTourette, an Ohio Republican, told reporters, referring to a small number of Republicans who will not countenance any talk of gun regulation.
"But yes, I think most Republicans are willing to have a very, very serious conversation about what this means and taking a second look at what the Second Amendment (guaranteeing the right to bear arms) means in the 21st century," he said.
Republicans are traditionally strong gun-rights advocates and receive far more campaign donations than Democrats from the powerful National Rifle Association gun lobby, which has opposed previous attempts at weapons controls.
The NRA was largely silent for the first few days after the shooting rampage at the Newtown, Connecticut, grade school in which 26 people, including 20 young children, were slain.
But the NRA issued a statement on Tuesday saying it had not commented out of respect for the families and to allow time for mourning and an investigation. "The NRA is prepared to offer meaningful contributions to help make sure this never happens again," it said.
Momentum is growing in Congress for some sort of action, although the substance remains unclear.
Some Democratic gun-rights advocates, including Senator Joe Manchin of West Virginia, said on Monday they would now be open to more regulation of military-style rifles like the one used in Newtown.
On Tuesday, the White House spelled out some gun control measures and threw support behind California Democratic Senator Dianne Feinstein's effort to craft legislation to reinstate an assault weapons ban. White House spokesman Jay Carney also said President Barack Obama would back any law to close a loophole related to gun-show sales.
Any legislation would likely wait until next year, after negotiations on how to address the "fiscal cliff" of spending cuts and tax hikes due to kick in at the beginning of the year.
Still, it is notable that some Republicans may be reconsidering their positions.
Representative Jack Kingston said the meeting of fellow House Republicans on Tuesday had focused heavily on the link between mental illness and mass shootings in the United States.
"Mental health is a huge part of it. No rational person squeezes the trigger in the face of a 6-year-old," the Georgia congressman told Reuters.
However, he said the dialogue had changed. "There may be more support of discussion at this point among the pro-gun Democrats and Republicans," Kingston said.
U.S. lawmakers have not approved a major new federal gun law since 1994, and a ban on assault weapons expired in 2004.
NOT LOOKING TO GOVERNMENT
Even as they expressed sorrow over the killings, some Republicans said they did not think an assault weapons ban - or any government action - was the answer, noting that Connecticut is a state with relatively tough gun laws.
"I just don't know what government can do to fix this," South Carolina Republican Senator Lindsey Graham told reporters. "I don't think that (an assault weapons ban) fixes the problem, because you've got 24 million guns out there already."
He said he thought it would make sense to create a commission to look at the broader issue of violence in the United States.
There is also no guarantee of how much Democratic support a measure would get, despite optimism from California Representative Nancy Pelosi, the top Democrat in the House, who said on MSNBC prospects for gun control were better than they had been in years.
Nevada Democrat Harry Reid, the Senate majority leader, has been less committal. In 2004, he voted against the extension of the weapons ban, and the measure died.
On Tuesday, Reid said "every idea" should be on the table for discussing how to keep children safe, but he declined to speak specifically about any gun control measure.
"We must engage in a thoughtful debate about how to change laws and culture that allow violence," he told reporters at the Capitol.
Senator Susan Collins, a moderate Republican from Maine, said she was not sure whether members of her party would be open to restricting the sale of high-capacity ammunition clips or a ban on assault weapons.
"The conversations that I've had with my Republican colleagues ... and indeed my Democratic colleagues, have really not focused on policy changes at this point," she said. "It has focused on the horrible tragedy that has stunned and shocked all of us."

Global travel and climate warming could be creating the right conditions for outbreaks of a new virus in this country, according to a new Cornell University computer model.
The model predicts that outbreaks of chikungunya, a painful virus transported by travelers and spread by the invasive Asian tiger mosquito, could occur in 2013 in New York City during August and September, in Atlanta from June through September, and year-round in Miami. The probability of a disease outbreak is correlated with temperature, as warmer weather allows the Asian tiger mosquito to breed faster and grow in numbers, according to the study published in the November issue of PLOS Neglected Tropical Diseases.
According to the simulation, there is a high probability of a chikungunya outbreak if a single infected person arrives in New York in July or August and is bitten by an Asian tiger mosquito. The risks are the same, but with wider time frames, for transmission in Atlanta and Miami, according to the paper.
Asian tiger mosquitoes were introduced to the United States in Texas in the 1980s; they are established up the East Coast into New Jersey and are rising in numbers in New York City. The aggressive mosquito outcompetes local varieties and transmits more than 20 pathogens, including chikungunya and dengue, said Laura Harrington, associate professor of entomology and the study's senior author.
"The virus is moving in people, and resident mosquito populations are picking it up," Harrington said.
The model estimates that with typical regional temperatures, a chikungunya outbreak in New York would infect about one in 5,000 people, said Diego Ruiz-Moreno, a postdoctoral associate and the paper's lead author
"However, this number would increase drastically as temperatures rise due to climate change," Ruiz-Moreno said.
Chikungunya symptoms include a fever, severe joint pain, achiness, headache, nausea and fatigue, as well as "debilitating and prolonged" pain in the small joints of the hands and feet, according to the paper. The virus originated in Central Africa and is endemic in Southeast Asia.
Since no chikungunya vaccine exists, U.S. residents can help prevent an outbreak by removing standing water, wearing long sleeves and repellent during the day when the mosquitoes feed, and knowing the risk and symptoms when traveling, Harrington said.

NEWTOWN, Conn. (AP) ? A grieving Connecticut town braced itself Monday to bury the first two of the 20 small victims of an elementary school gunman and debated when classes could resume ? and where, given the carnage in the building and the children's associations with it.
The people of Newtown weren't yet ready to address the question just three days after the shooting at Sandy Hook Elementary School, and a day after President Barack Obama pledged to seek change in memory of the children and six adults ruthlessly slain by a gunman packing a high-powered rifle.
"We're just now getting ready to talk to our son about who was killed," said Robert Licata, the father of a student who escaped harm during the shooting. "He's not even there yet."
Newtown officials couldn't say whether Sandy Hook Elementary, where authorities said all the victims were shot at least twice, would ever reopen. State police Lt. Paul Vance said Monday at a news conference that it could be months before police turn the school back over to the district.
Monday classes were canceled and Newtown's other schools were to reopen Tuesday. The district was making plans to send surviving Sandy Hook students to a former school building in a neighboring town, but they didn't say when that would happen.
The gunman, 20-year-old Adam Lanza, was carrying an arsenal of hundreds of rounds of especially deadly ammunition, authorities said Sunday ? enough to kill just about every student in the school if given enough time, raising the chilling possibility that the bloodbath could have been even worse.
The shooter decided to kill himself when he heard police closing in about 10 minutes into Friday's attack, Gov. Dannel P. Malloy said on ABC's "This Week."
At the interfaith service in Newtown on Sunday evening, Obama said he would use "whatever power this office holds" to engage with law enforcement, mental health professionals, parents and educators in an effort to prevent more tragedies like Newtown.
"What choice do we have?" Obama said on a stark stage that held only a small table covered with a black cloth, candles and the presidential podium. "Are we really prepared to say that we're powerless in the face of such carnage, that the politics are too hard?"
The president first met privately with families of the victims and with the emergency personnel who responded to the shooting. Police and firefighters got hugs and standing ovations when they entered for the public vigil, as did Obama.
"We needed this," said the Rev. Matt Crebbin, senior minister of the Newtown Congregational Church. "We need to be together here in this room. ... We needed to be together to show that we are together and united."
As Obama read some of the names of victims early in his remarks, sobs resonated throughout the hall. He closed by slowly reading the first names of each of the 20 children.
"God has called them all home," he said. "For those of us who remain, let us find the strength to carry on and make our country worthy of their memory."
The first funerals were planned Monday for Jack Pinto, a 6-year-old New York Giants fan who might be buried in wide receiver Victor Cruz's jersey, and Noah Pozner, a boy of the same age who liked to figure out how things worked mechanically.
"He was just a really lively, smart kid," said Noah's uncle Alexis Haller, of Woodinville, Wash. "He would have become a great man, I think. He would have grown up to be a great dad."
With more funerals planned this week, the road ahead for Newtown ? which had already started purging itself of Christmas decorations in a joyful season turned mournful ? was clouded.
"I feel like we have to get back to normal, but I don't know if there is normal anymore," said Kim Camputo, mother of two children, ages 5 and 10, who attend a different school. "I'll definitely be dropping them off and picking them up myself for a while."
Jim Agostine, superintendent of schools in nearby Monroe, said plans were being made for students from Sandy Hook to attend classes in his town this week.
Newtown police Lt. George Sinko said he "would find it very difficult" for students to return to the same school where they came so close to death. But, he added, "We want to keep these kids together. They need to support each other."
Connecticut Education Commissioner Stefan Pryor said state construction employees are advising on renovating Sandy Hook, which serves grades kindergarten through four.
It wasn't just Newtown that was concerned about the next steps for its schoolchildren. Across the country, vigilance was high. In an effort to ensure student safety and calm parents' nerves, districts asked police departments to increase patrols and have sent messages to parents outlining safety plans they assured them are regularly reviewed and rehearsed.
Teachers girded themselves to be strong for their students and for questions and fears they would face in the classroom.
"It's going to be a tough day," said Richard Cantlupe, an American history teacher at Westglades Middle School in Parkland, Fla. "This was like our 9/11 for schoolteachers."
Communities were on edge. In nearby Ridgefield, Conn., schools were locked down after a suspicious person was seen near train station.
Authorities say the gunman shot his mother, Nancy Lanza, at their home and then took her car and several of her guns to the school, where he broke in and shot his victims to death, then himself. A Connecticut official said the mother was found dead in her pajamas in bed, shot four times in the head with a .22-caliber rifle.
During his later rampage, terrified staffers at the school stayed hidden for hours, not knowing how many shooters there were.
Divorce paperwork released Monday showed that Nancy Lanza had the authority to make all decisions regarding Adam's upbringing. The divorce was finalized in September 2009, when Adam Lanza was 17.
Federal agents have concluded that Lanza visited an area shooting range, but they do not know whether he actually practiced shooting there. Ginger Colbrun, a spokeswoman for the federal Bureau of Alcohol, Tobacco, Firearms and Explosives, would not identify the range or say how recently he was there.
Agents determined Lanza's mother visited shooting ranges several times, but it's not clear whether she took her son or whether he fired a weapon there, Colbrun said.
A law enforcement official, speaking on condition of anonymity, said investigators are reviewing the contents of Lanza's computer, as well as phone and credit card records, in an effort to piece together his activities leading up to the shooting. The official was not authorized to discuss the details of the case.
Lanza took classes at Western Connecticut State University when he was 16, and earned a B average, said Paul Steinmetz, spokesman for the school in Danbury. He said Monday that Lanza took his last class in the summer of 2009 and didn't return.
Investigators have offered no motive, and police have found no letters or diaries that could shed light on it. They believe Lanza attended Sandy Hook many years ago, but they couldn't explain why he went there Friday. Authorities said Lanza had no criminal history, and it was not clear whether he had a job.
Lanza is believed to have used a Bushmaster AR-15 rifle in the school attack, a civilian version of the military's M-16 and a model commonly seen at marksmanship competitions. It's similar to the weapon used in a recent shopping mall shooting in Oregon.
Versions of the AR-15 were outlawed in the United States under the 1994 assault weapons ban. That law expired in 2004, and Congress, in a nod to the political clout of the gun-rights lobby, did not renew it.
In some of the first regulatory proposals to rise out of the Newtown shooting, Democratic lawmakers and independent Sen. Joe Lieberman said Sunday that military-style assault weapons should be banned and that a national commission should be established to examine mass shootings.
"Assault weapons were developed for the U.S. military, not commercial gun manufacturers," said Lieberman, of Connecticut, who is retiring next month. "This is a moment to start a very serious national conversation about violence in our society, particularly about these acts of mass violence."
Gun rights activists remained largely quiet, all but one declining to appear on the Sunday talk shows. In an interview on "Fox News Sunday," Rep. Louie Gohmert, a Texas Republican, defended the sale of assault weapons and said that the principal at Sandy Hook, who authorities say died trying to overtake the shooter, should herself have been armed.

But what makes a company a best place to work? And how can you determine if the company you think you want to work for is really a good employer...or not?
Consider these five tips when separating the "wheat from the chaff," so to speak:
1. How often do they seem to hire? A company adding additional staff because of an increased workload is hardly ever considered bad news. However, one that is always running an ad for the same position may need a bit more scrutiny. This often is a sign of high turnover rates and you don't want to be the next in a growing line of disgruntled ex-employees. The time spent trying to make things work at a company like this is time you could have spent securing employment with a reputable company.
2. Check its Better Business Bureau rating. Long seen as the go-to authority for customer service ratings, the BBB is still a great place to learn what people are saying about a company you may be interested in. Companies that care about their customers also tend to care about their employees. A company with a low rating may not only be hard to work for, but may also impede future success on the basis of your association with them. Be careful not to judge them based on one or two bad reviews. After all, some people simply cannot be pleased regardless of how well they're cared for. If, on the other hand, finding anyone to say anything at all positive is like the proverbial needle in a haystack, mark them off your list and move on. Plus, don't forget to check other sites, too, that offer what employees have to say. You can do so by Googling the company or checking a career site like Glassdoor and read the company's reviews and ratings.
3. Speak to current employees. Use caution here. Are you speaking to someone who has a vested interest in whether or not you choose to accept a position? A manager looking to replace a current staff member may paint a rosier picture in an attempt to have you apply. Whereas a current employee who may feel vulnerable about their position could see you as a potential replacement and choose to describe the company in less-than-flattering terms. If you're discerning and open-minded, you should have little trouble getting the information you need to make the best decision for you and your career's future.
4. Ask probing interview questions. Many potential employees believe they are the only ones being scrutinized during the interview process. Savvy applicants, however, use this time to do some scrutinizing of their own. Ask questions that help you understand why the position is open; i.e.; are they replacing someone, or is this a new position? If it's the former, inquire as to the circumstances that caused the vacancy. Ask the interviewer what current employees like about the company and what they would change. If the interviewer appears uncomfortable answering these questions, it may be a red flag telling you this is not a good place to land.
5. Visit as a customer. If you've ever had the displeasure of shopping a retail store full of obviously exacerbated clerks, you most likely formed a quick opinion of what working there must be like. Every company on the planet is open to sell something. You may have to be creative with certain types of businesses to achieve posing as a potential client, but the value of the information will be worth whatever pains may be necessary.
There are plenty of great companies looking for someone to round out their staff. Keep your eyes and ears open and get prepared to join the team when the right call comes in. Exercising prudence and listening to your gut when things just don't feel right will keep you from saying yes to the wrong position.
